Problem/Motivation
While working on #2408475: Rewrite skip-link component inline with our CSS standards @alexpott found the skip link is not visible when javascript is disabled with the toolbar enabled.
Proposed resolution
Show the skip link when the toolbar is enabled but javascript is not.

andrewmacpherson CreditAttribution: andrewmacpherson as a volunteer commentedI replicated this, but note that it only breaks if the toolbar is present and javascript is disabled.
The skip-link is still present, and focusable - it's just the visible focus that breaks.
If javascript is disabled, and the toolbar is NOT present (say, an anonymous user), then the skip-link is visible when focused as expected.
I tested with Firefox 47 and Chromium 50 on Linux
