If install Drupal in not English language profile not assign user 1 roles.

As hotfix I'm use this code:

@devpreview Thanks for reporting this issue and posting a patch. We rely on issue reports like this one to resolve bugs and improve Drupal core.

I tested this on 9.2.x and was not able to reproduce this error. I did a standard install selecting Nederlands as the language. After the install I went to /user/1/edit and the language was 'Dutch'. I used phpmyadmin and looked at the data for user 1 as well, and yes it was set to 'nl'.

Therefore, closing as cannot reproduce. If you are experiencing this problem reopen the issue, by setting the status to 'Active', and provide complete steps to reproduce the issue (starting from "Install Drupal core").
