Problem/Motivation

Every time i visit the content area and show others how our D8 system works, the Payment tab is confusing us.

Payments are no content similar to other and thus misplaced at Content.

Proposed resolution

Possibly move them to the reports?
In discussion with Berdir we figured our this might be a bad idea as it's not read only and transactions can be triggered.

It seems Drupal core has no well fitting tab for this and a solution like commerce will again introduce an own top level item.

Drupal doesn't really have a well-outlined definition of content. We call nodes content, because newcomers don't understand the name node, but obviously they're not the only type of content on a Drupal site. There is the definition of content entity types, but nobody really uses that to group functionality in the UI.
In short: this is confusing to many people.

Most of Payment's administration pages are under Administer > Configuration, which is not the right place for payments as they are not configuration. In Payment's predecessor, the payment overview was indeed located under Administer > Reports, but that proved too hard to find and as you mentioned, payment's aren't just system reports. That is when they were moved to Administer > Content in Payment 7.x-1.x, which is where content entities like files and comments are listed as well.

I'd be happy to move the overview again when we've found a more suitable location.

I've talked about this with @miro_dietiker and @berdir at conferences, and no suitably solution could be found. Therefore I am closing this issue. Feel free to re-open it when more information or ideas are available.
