#2529170: [PP-1] Remove DrupalKernel::initializeRequestGlobals and replace base_root, base_url and base_path with a service is related not sure if this is a true dup, but this hunk is being taken care of there. Work on that got stalled out around the time the front controller got refactored.

Woof. I ran into this in a deep dark rabbit hole and I can't believe I forgot all these weird globals like this are still around.This is definitely a pretty serious bug and I'm struggling to grok how url generation can provide consistent URLs in some cases :(
