Since we now have the code committed in #1400884: Custom menu items in pane dropdown links, I would like to add an "Edit block" links so that someone editing a Panels page can quickly jump to the view's block edit screen?

Given that the panels <-> views integration is part of ctools, I think it should belong there.

Setting this to RBTC to hopefully get more attention.
