joelpittetRelates to this a bit: #2458185: ThemeHandler getName gives error for an uninstalled theme. If we can have that method return all themes even uninstalled ones this wouldn't be a problem?
dawehnerMH, I'm not sure this is the only problem here, note this comment:

xjmSo the comment referencing this issue was removed; does this get closed as a duplicate/wontfix?Edit: Never mind, the comment just got moved, not entirely removed.
xjmI don't really understand what the task in this issue is. Are the "workarounds" the code duplication?
dawehnerWell yeah the workarounds is bypassing the theme initialization code we call otherwise.
We somehow need a way to not call / construct the theme by hand.

smustgrave commentedThank you for creating this issue to improve Drupal.
We are working to decide if this task is still relevant to a currently supported version of Drupal. There hasn't been any discussion here for over 8 years which suggests that this has either been implemented or is no longer relevant. Your thoughts on this will allow a decision to be made.
Since we need more information to move forward with this issue, the status is now Postponed (maintainer needs more info). If we don't receive additional information to help with the issue, it may be closed after three months.
Thanks!

smustgrave commentedGoing to go on a limb and say this is outdated or not really needed. But if I'm wrong please please re-open.
Thanks all.
