Create OpenPublic Topic App in openpublic core

Description

OpenPublic Topic Creates a Topic taxonomy and allows for a controlled field to be add to any content type (via app configuration). It will also in the status state the number of terms and a link off to the taxonomy page for creating new terms. Topic should allow for Hierarchical terms and the app should provide a link to the vocabulary.

Displays

The tags will allow for someone to have a landing page and a placeable box to show things tagged with that content. Their should be two boxes, one showing just the title of the item, and the other showing a full teaser.

Configuration

One should be able to assign the field to any of the current content types from config

Status

Include a count of terms with a link to list and a link to create new ones

Demo Content

Need a reasonable way to make content (do we need to have a dep on site page maybe? or attach terms to content that already exists?
and then place two boxes on the home page one with one term that shows teasers and one that just shows titles
