With file.module being uninstalled, no inputs are displayed for supplying a custom logo or favicon. If an image file has been uploaded directly to the server, it should at least remain possible to enter the path of the existing file.

Note that it is possible to give a file with "public://" notation or providing the full path, but implicit public files don't work yet.

Thank you for creating this issue to improve Drupal.

We are working to decide if this task is still relevant to a currently supported version of Drupal. There hasn't been any discussion here for over 8 years which suggests that this has either been implemented or is no longer relevant. Your thoughts on this will allow a decision to be made.

Since we need more information to move forward with this issue, the status is now Postponed (maintainer needs more info). If we don't receive additional information to help with the issue, it may be closed after three months.

Tested on Drupal 10.3.x and 11.x-dev, patch applies cleanly and works as described.
Verified that custom logos and favicons can be configured successfully without enabling the file module.
No regressions detected in theme settings or media handling behavior.
