Follow up to #2257427: run-tests.sh builds + rebuilds two kernels from scratch for every PHP process, InstallerServiceProvider is not just just during install, but in setting up a test environment also, once that issue is in.

Proposed resolution

Explore maybe renaming this to something more generic - could be more useful for devs anyway.

Not yet sure whether I agree with this... but yes, we're just starting to actually leverage the kernel how it's meant to be used, so it's just natural that we need to think about some aspects of the bigger picture. :)

In any case, I don't think this is a novice issue, since there are too many unknowns involved — novice issues should be very concrete and actionable, so as to ensure a clear path to success. :-)

Drupal core is moving towards using a “main” branch. As an interim step, a new 11.x branch has been opened, as Drupal.org infrastructure cannot currently fully support a branch named main. Thank you for creating this issue to improve Drupal.

We are working to decide if this task is still relevant to a currently supported version of Drupal. There hasn't been any discussion here for over 8 years which suggests that this has either been implemented or is no longer relevant. Your thoughts on this will allow a decision to be made.

Since we need more information to move forward with this issue, the status is now Postponed (maintainer needs more info). If we don't receive additional information to help with the issue, it may be closed after three months.
