My profile on Drupal.org shows a "You are not authorized to access this page" message to anonymous users. However,if logged into Drupal.org, my profile/user info page shows up fine. I checked on all account edit pages and did not find a selection that switches my profile info between private and public. Also to note, I am not able to access my user contact form even though I have it enabled in my account settings.

Based on looking at other issue submissions, I am guessing that I need to request that I be assigned a non-spammer role in order to fix this? If this is not the fix, please let me know what the real issue might be and what I can do to allow anonymous users access to my user/profile page and contact form. Thank you:)

I would be interesting to know the underlying problem. Because I was starting writing a program checking for users having problems. And just doing the first 10 users I got:

The "issue" in #9 was that this is a very young account which at the time didn't had the "not a spammer" role. Until you get this role your profile isn't publicly visible. (see also: https://drupal.org/node/1887616)
In this case we can say it is a feature.

The issues in #8 are different: Part of the user are deleted, part of them haven't gotten the "not a spammer" role automatically and haven't logged in yet to trigger the role upgrade, part of them are (no longer) an issue.

Yes, this is a feature built to deter profile spammers.
