I have 2 administer menus in my left side but i in blocks i only have 1 menu active, is a bug?

no bug, Drupal by default doesn't create more then one administer menu item. are you sure you didn'tr create it yourself in administer -> menus ?

Yes i'm sure than didn't create a new administer menu. Now when i do login with a user, in my web site appear 4/5 administers menus.. i don't understand what happen

I've never seen it happen, nor have I seen any threads with same problem.
Does this happen on a default theme ?

No, it happens in modificated theme, i was change de elegant theme. I only change de color on css file. You think that is the problem?

If the problem cannot be duplicated on a default theme, then the problem is somewhere in the custom theme. Where exactly I don't know. I am not familiar with the theme you are talking about. Can you please post a link to it ?
