Core supports the term_access query tag to limit access to taxonomy terms, similar to node_access, just without the grants system behind it.
However, core doesn't use it nor does it provide any tests for it. So I'm quite sure that it's broken right now, let's add some tests to prove that ;)

xjmFor reference, TAC uses this tag to alter queries based on its own grants, both for whether a given user can add the tag to content, and for whether the user can see the tag on content or see lists of content with the tag.

agentrickardI would start by testing that https://api.drupal.org/api/drupal/core!modules!taxonomy!taxonomy.admin.i... doesn't break horribly if access rules are applied and the form is saved.
