The Extend page has several things that could be better handled in the description of modules.

There are several references (4) to "your site" on the page. These are generally redundant and may be inaccurate. It could be someone else's site, a company's site etc. For consistency these should be eliminated.

In the descriptions most start with provides, enables or allows but there is little consistency in how these terms are used. For example both the PHP Filter and OpenID start with "allows" but the PHP Filter doesn't allow the execution of PHP code it enables the administrator to allow it with a permission. OpenID on the other hand is one of the few items that really does "allow" things on that page since there isn't another level of access control once the module is enabled. Some of the newer additions dispense with these but still could use help and standardization "Entity" says "Generic Entity Functionality" - very much an insider's game at this point as you must really know what Entities are and how they work in Drupal before this means anything.

Also while this patch follows the apparently intended "Allows administrators to" style we should carefully look at these strings to see if each of them should include the "actor" portion. Where things are controlled by permissions for example then it is really up to the site administrator to decide which actors can use a given functionality.

On a clean installation of Drupal 8.x-dev from March 6, 2013, I can confirm the text problems described above. See screenshot.
After applying the clean_up_module_description_text-1924996-1-.patch, no side effects were found and proposed text changes for user extend page were made. See screenshot.

The grammar issue mentioned here and most of the modules (PHP filter, OpenID, Entity) are no longer relevant, and some of the descriptions have already changed.

I agree that the references to 'administrators' should be removed so I created a follow up task: #3223179: Remove references to 'administrators' in module descriptions.
