The handbooks asks to copy the .htaccess from the old to the new drupal-directory (see the two pages: GUI and command-line.

I compared them and found that the new one has a different FilesMatch statement (plus a higher version-number).

If I didn't make any changes to my .htaccess, why should I keep the old one?

I guess it should really say to merge the .htaccess file changes as appropriate, but in your case this simply means to use the new file supplied.
