How to reproduce:

1. Enable domain based language detection (i.e.: example.com and zh.example.com). For both user interface and content language detection, URL is the only option checked.
2. Set $base_url to the root domain with no subdomain prefixes (i.e.: https://example.com)
3. Turn on page caching for anonymous users and log out. Visit the site and only the site's default language is displayed, regardless of domain.

I have $base_url set because I'm using https and some parts of Drupal generate incorrect URLs without it set. Unsetting $base_url fixes the problem, as does disabling page caching.

Since $base_url was removed in #2528988: Remove the option to specify a base_url from within settings.php this should no longer be relevant in D9, since that was one of the requirements to trigger this.

Since this was originally logged against D7, I'm moving it back there were this might still be relevant.
