Not sure exactly when this got introduced, or if it's just something on my local... but I've been building a brand new Spark 8.x distro on localhost the same way I do with the 7.x version, but unlike the 7.x version I very consistently get an error just after the language selection that my settings.php permissions are not set.

I'm installing localhost on MAMP, running under my user.

We still have drupal_install_fix_file() which auto-chmods when the webserver is the owner of the file. Whether it can actually do that will depend on webserver, but suspect not many people are running 2012 MAMP builds any more, so we should tackle this in a new issue if it comes up again.
