look up drupal fivestar
look up drupal fivestar module and i think depends on voting api, lets you add five stars to content types u enable ratings for, i beleive in content types configure administration.
Again add those 2 modules, fivestar, voting api.
Edit: whoops didnt see you meant this forum, yes i guess that would be nice, default forums are an embarrassment to drupal even though i appreciate the hard work gone into coding it.
Simple Machine Forums module would be nice at some point.
1st time i came to drupal.org, i would assume they would roll out a fancy feast for the eys to show off drupal.
luckily wasnt turned off by it to stop learning about it.

I seriously doubt people are actually embarrassed by Drupal forums. If they were they might actually contribute code instead of just going around complaining which seems to be the preferred method.

To answer the question. No there is no rating allowed on forum posts here on drupal.org. Wouldn't expect such a feature either.
The search tool on Drupal.org really does work.
