You may need to elaborate on what you mean, what circumstances or in fact any details at all before anyone can help you (assuming you want help, or want Drupal to change or whatever).
PS. My greyhound runs much faster than most dogs, but is not always that good at picking up new concepts. Hence, he is always slow compared to other dogs.
In regards to loading times, yes drupal, especially drupal.org and it's sister sites, is extremely slow. But, thats what you get with a mysql database driven site with years of aggregated content. Right now they are simply throwing hardware at the problem, which is not helping (as many visitors to d.o will attest to). What needs to be done, is a total revamp of the page caching mechanism. Unfortunately, that is beyond my scope of programming. I dont have the time to re-write it myself . . . there are websites to be built!
