I was sure i had seen this here before; but can't find it.

Not sure why this is missed in the validate when devel generate creates nodes; but it would seem obvious to only allow valid users to be used as the authors for the content that gets created.

What do you mean with "valid" users? active users?

Why is this an issue?

i mean users that are authorized to create specific node types.

so node type X can only be created by role Y, yet i get users from any role (including no user/anon) being used as the authors of the nodes created.

I'm not sure it needs to be that sophisticated, but maybe it does in some advanced scenario...

Please provide a patch (D8 first).
