I did an analysis of the issue #1130276: Convert forum index page from table to list, bearing in mind that this function could have several uses throughout core, which can be used to solve more cases generically by providing a hirarchical tree of any list of taxonomy.
Most comments in the following discussion refer to have this inside of the taxonomy module, in which I agree http://api.drupal.org/api/drupal/modules--taxonomy--taxonomy.module/func...

Soon I will provide a simple patch for that.

This needs to be reworked given https://www.drupal.org/node/2328205. Tests will also be needed, and the issue mentioned in the IS hasn't been updated in 3 years, so both could probably use an IS update.
