Wnen I log on as administrator I see some icons (pinnep note) but as an anonymous user I do not.

What are they? What do the mean?

It's a 'permanent link to the blog entry' - the same as the 'Read more' link. In the case of a very short message, the 'Read more' link is not there (because there's nothing more to read) but the icon will still be there.
