Is it possible to create site pages that have a list of stories similar to the home page except they are of a single category eg a technical tips page that has only stories and file uploads for a category of technical tips and how to's.

Easy enough using Drupal's taxonomy features. Example: to get all "News and announcements" on drupal.org, use http://drupal.org/index.php?or=8. for more information on this, check the Drupal handbook.

Thanks for that it almost does what I want it to do, but from what I can see you need to attach it to a link on a page. but is there any way of setting it as a link in that header list/main menu so you can directly to it.

Have a look at the taxonomy_html & taxonomy_dhtml modules in the contributions CVS repository (I believe they only work with the cvs version of drupal, but that may be wrong.), i think its something like either of these that you are looking for. Although they don't create the links in the headerlist/main menu they create a block.
