The date_tools_permission() function is not updated to be compatible with D7. Applied is a patch to fix it.

Confirmed bug and fix. Here's a small re-roll from date module root, for convenience.

The consequence of this seemingly minor format change is that you no longer get this on the permissions page:

Fatal error: Unsupported operand types in /Users/webchick/Sites/drupal-7.x-dev/modules/user/user.admin.inc on line 688
