Use "Sentence case" for settings page

The options on the admin settings page for LoginToboggan should be Sentence case to match the rest of Drupal's administration pages. This patch updates the strings and also all the translation files. Some translations (like Spanish) had actually been taking the liberty of making these corrections in the translation. ;-)
