Update Drupal Core from ~11.3.0 to ~11.4.0 in the VMI module on the 5.0.x branch

Problem/Motivation

Drupal 11.4.0 stable was released on 1 Jul 2026 by catch: https://www.drupal.org/project/drupal/releases/11.4.0

The Varbase Media Illustrations (VMI) module on the 5.0.x branch currently pins Drupal core to ~11.3.0 (see Composer version constraints), so it cannot be installed or updated on Drupal 11.4.x. The 5.0.x branch is the Varbase 11 branch of VMI (it does not depend on the Varbase 10-era varbase_components ~3), and it is required by Varbase Content Base as 5.0.x-dev, so this blocks Varbase from building on Drupal 11.4. Steps to reproduce

On a Drupal 11.4.0 site, install/update VMI from the 5.0.x branch: it is blocked because vmi.info.yml and composer.json require ~11.3.0.

Proposed resolution

Update the Drupal core constraint from ~11.3.0 to ~11.4.0 on the 5.0.x branch in composer.json (drupal/core) and vmi.info.yml (core_version_requirement).
