Error mediaelementplayer is not a function on Local library download

Problem/Motivation

During the use of downloaded mediaelementplayer local library, an error was encountered in the console: "Uncaught TypeError: $(...).mediaelementplayer is not a function". I have attached a screenshot for reference.

Steps to reproduce

• Add file field and use extension mp4 for video.
• Check the console error on display.

Proposed resolution

- Add check mediaelemetpalyer function in js file.
