As stated on https://www.drupal.org/project/pdb/issues/2899122 and to move into that direction, we need to move the pdb_ng2 submodule into its own project.

Move the pdb_ng2 submodule into its own project.

Remaining tasks

I already created the pdb_ng2 project https://www.drupal.org/project/pdb_ng2 and moved the currect codebase from the submodule to there. We now need to remove the submodule codebase from the main pdb module.

Go ahead and merge this. I'll take care of docs in a new issue #3378309: Update Docs to reflect the relocation of submodules all at once when all the submodules are gone.
