when I try to export commerce flat rates with features, it uses bad rule component name: commerce_flat_rate_services_SERVICE_NAME instead of the correct commerce_shipping_service_SERVICE_NAME.

It looks like for me kickstart uses this patch: https://www.drupal.org/node/1402762#comment-5985864 in commerce_features module, but this version works well: https://www.drupal.org/node/1402762#comment-6591174

Commerce Features 1.1 just got released - https://www.drupal.org/node/2537358. Which includes this patch, so we'll just bump to next release.
