Like it says in the issue title.... I actually didn't test this out, but that's what it certainly looks like from the code. You have to save the admin page to get the variables in the database before anything will be excluded.

Here's a patch (untested).

Lowering priority because I actually realized this is probably almost impossible to trigger in practice (since to actually use this module you have to go to the admin page and enter the Tika path and save it then). But still worth fixing, I think.
