After upgrading to 3.0, I have noticed that some data blocks in my report get rendered before the required parameter is assigned. This wasn't an issue in 2.x. For example, if I am counting something in my data block, it will show up as ZERO when the report is loaded, whereas it should remain hiden until user pick out the parameters.
