We are unable to enable mbstring in PHP.ini for our Drupal site on the same server. (Drupal version 5)

Have you installed php-mbstring packgare?
Try

rpm -qa | grep php-mbstring

If you have that rpm installed, you should see something like "php-mbstring-5.1.6-5" (in case of RHEL5).
Otherwise, you should to install php-mbstring first.
