The way to create this view is the following:

  1. Define a view with the entities you would like to have your users being able to select from. I.e. build a view with node based on a certain criteria like "Created by the user" or "Available nodes on this site".
  2. Make sure you have a Flag List template matching those entities. If not, see this documentation page for help creating one.
  3. The above example is a View which display "page". The select format is "Table". Table is normally the best format to use.
  4. To get the Bulk view above, you add a "Field" with the title "Flagging Collection operations" of category "Content".
  5. Make sure you tick "Create a label" and add a label. You want see the text but it will add the tick box for selecting all entities.
  6. There are a few more options but they are obvious.
  7. Finalize your view. Don't forget to add a path to the view and set up the Access.
