Stable release - with multilingual features

Identical to 8.x-1.3 plus these issue fixes:

• #2896930: External URLs do not have an internal route name.

• Fixed bug with saving the "Screenshot engine" field when editing "Website Screenshot" field for a content type;
• Fixed bugs with undefined index "X-Thumbalizr-Status" in the wss_thumbalizr.module file.

Lots of changes happened after alpha1 so here is an alpha2 release. In alpha3 we will do the port to Bootstrap4 beta1.
