Fixed issue #2927797 "Webinstaller fails" by peter-majmesku and SaschaHannes

Now the "composer install" command isn't required anymore for installing deGov via the Drupal.org release. Just download it and install it like regular Drupal. The Composer vendors are pre-build for you.

Last steps to make the module usable.

Typed typo from renaming the module in the info file which rendered the module uninstallable

Changing display location of Knowledge base (home page of KB groups) and updating the permissions.
