Remove Controller & use service Drupal 8

This is the first exciting release that supports multilingual Content Moderation setups. You can though still not yet add a new Paragraph on a source language draft while translating it at the same time in a translation draft. See #3004099: Allow to translate paragraphs from pending revisions
Private files on Paragraphs are also still not yet cleanly supported in moderated workflows.

If updating from a release prior to 8.x-2.0-beta2 (which introduced a new dependency on the Configuration Normalizer module), rather than updating to this release, please use 8.x-2.0-beta4 or later, as that release introduced a fix that makes updating easier.
