fixing issue #3011194, moving configs to config/optional to fix "Unable to install entity_toolbar due to unmet dependencies: entity_toolbar.type.paragraph (paragraphs)".

This version is just a release after cleaning up all the code to better meet Drupal Standards.

This release fixes compatibility the the Paragraphs Edit module.

#2901588 - Compatibility with Paragraphs Edit module - Cannot access contextual link after opening edit form but not saving

#2935885 - No contextual links with paragraph edit module
