Add config link to the core extension list page.

New Features:

• From this release, the Apigee Edge module is only compatible with Drupal 8.7.0 and above. We had to drop Drupal 8.6.x support because of a change in Drupal core's API that does not allow us to support both versions at the same time.
• The storage where the Apigee Edge credentials get stored now can be easily changed on the Connection configuration form in the "Advanced settings" fieldset.

Fixed #3051999: Correct dependency namespacing in the .info.yml

rename hook_theme_suggestions_HOOK() to reflect new entity type names.

Carousel fixes on lastest Drupal 8 versions.

This is release 1.13 of the Search API module, containing several bug fixes and new features.

Potentitally interesting for technical users is #2896419: Consider to remove exception handling from search_api_views_data which discusses exception handling in the Views data hook implementation. Additional feedback would be welcome to choose the best way forward here.
