1) Implements severity levels configuration option. If no level chosen - sends all the messages.
2) Configuration option to cut the message length and have a link to the system instead of full message in the email.

Changes:

• First part of clean up in JS files, so we're closer to merge simple_recaptcha.js and simple_recaptcha_v3.js files
• Fixed #3067883 Move token verification part into #validate callback , to avoid situations where token verification can be bypassed
• General code clean up

Addresses some issues with error logging, removed the correct key from the session in case of invalid OAuth state and prevents refreshing access tokens on every load.
