Bug fixes

This release has resolved all outstanding Security Vulnerabilities for GovCMS8:

* [SA-CONTRIB-2019-058] Update drupal/metatag to 1.9.0 (from 1.8.0)

There has also been a core update:

* Update drupal/core to 8.7.6 (from 8.7.3)

And one module has had its version pinned to avoid updated versions inadvertently being included.

* Pin drupal/scheduled_transitions to 1.0.0-rc1

#3052746 - Menu item extras doesn't uninstall cleanly
#3059882 - It is not possible to change the entity type schema outside of a batch context.
#3062981 - Illegal choice has been detected

Fixed #2611120: Empty mail - attachment is working
