Bug fixes

Bug fix release to make the "pattern" field for the regex argument required only if the regex validator is selected and validation is enabled.

Duplicate participant email fix.

• Upgrade @sentry/browser to 5.18.0
• If fatal error logging is enabled, initialize Raven logger early in request - just in case the controller itself does not initialize loggers
• Do not submit empty string IP address to Sentry

Drupal 9 compatibility.

Upgrade to @sentry/browser 5.18.0

Note: Raven module 7.x-3.x should be a drop-in replacement for any version of 7.x-2.x
