New UI pages

#3084096: Preview page for build providers (static element) components, in new submodule.

Fix the Drupal 9 compatibility issue for the submodules.

First "stable" for 7.x-2.x!!

New features (associated with this module) on the API Core and API JS :
- the public urls of the versions are associated with the labels (and not to files),

- new message-digest for public url requests.

Maintenance release of Coder, code name "Correct Class Comment".

Contains a couple of new sniffs to better check for type annotation @var comments, better class comments and other small improvements and fixes.
