Bug fixes

Adds Drupal 9 compatibility.

- Provides Private File Syndication Support
- Bugfix: Add extra schema check to update hook function.
- Bugfix: Issue #3167547 by lpeabody: Multilingual sites using path prefixing
- Bugfix: When an entity doesn't exist, the drush ach-lo command should exit without any PHP errors.
- Introduce queue_id tracking in the publisher/subscriber tracking tables.

it was actually joseph.olstad that did this commit above not padarok but alas, it's all good.

Adds Drupal 9 support, big thanks to @padorok , I basically cloned his fixed copy of libraries and pushed it up. This wasn't enough, so I am following up with alpha3 which fixes the remaining deprecated call issues for libraries.
