#3223229: Add template for nationality profile field

The configuration form was saving the value for enabling the module with the wrong key.

As a consequence, if you tried to enable welcome queue, it would show as enabled in the settings form, but not actually be enabled.

With this release, if you tried to enable welcome queue it will now actually be enabled. If you found this bug and actually enabled welcome mail on your own, this release will not affect you. The config change applies only to sites where a person has enabled welcome queue through the interface, and not actually made it enabled.
