#270050: define() used incorrectly

Changes since DRUPAL-6--1-0-beta5:

• #271301 Shouldn't call node_access_needs_rebuild() after rebuilding the table.
• #271253 Rebuilding table never completes. Fixed that and some warnings, also added more watchdog message to help future debugging efforts.

Fixed some bugs in the is_current function

Changes for the eventual 2.0 release. Most changes are centered around the administrations system. This administration system is much more flexible. Other changes to the admin are likely before the 2.0 beta is released.

Fixed the .module file which previously needed manual editing to work with Drupal 6. This release is functionally equivalent to 6.x-1.3 (and 5.x-1.3/4).
