Fix for reported problems with 5.x-1.4 Issue #273859: No block appearing.

Mostly a cleanup of functionality from the 1.0 version, plus enhanced API functionality. First version of Multiblock for Drupal 6.

Changes since DRUPAL-6--1-1:

• #268645: Make jQuery UI module work with latest 1.5 release.
• #273162: Allow leniency in jquery_ui_add()'s function arguments to allow for single files.
• #273161: Remove compression settings; use jQuery Update instead.

Many changes like:
- exclude vocabularies and terms id
- hide "show / hide descriptions" link when no descriptions available
- coding fixes
- some minor changes

We have several important bug-fixes as well as three new translations.

- Translated to Esperanto
- #270724: Translated to German
- #261377: Translated to Swedish

Bugs fixed:

- #247634: Checkbox "Use DHTML Effect" always unchecked (system variable typo).
- #260754: Conflict with Views UI page and AJAX (running behaviors more than once).
- #272117: Last closed menu was expanded on the next page (racing condition).
