Initialize the starter structure for the [Varbase Bootstrap Paragraphs] module

Initial release.

The 8.x branch is now almost the same as 7.x module.
Why is beta, not release? We have some problem with multilingual configurations. They are not let us to "translate" the booleans and other variable types, but they must. This is currently restrict module to be single-language. So if you have multilingual site, it will be working on all of available languages. The configurations are fine, it's looks like issue in core, we will handle it, and then, it will be full release. I think without any problem with upgrade.
