New features

This is the 8.x-2.x development branch for WxT.

Stable release with Drush integration updates.

New Features:
- Include external CSS/JS in local aggregates.
- Add JS to blocks, views, etc via scope key.
- If inline CSS is critical, set 'critical-css' key to TRUE and advagg will load the rest of the css via javascript.
