Adds support for 2 different user roles.

Summary

This release uses an improvement in webform (#2869746: Return renderables if possible) to get rid of a copy of several webform page callbacks. This ensures more interoperability with webform and other webform based modules.

webform_confirm_email now depends on webform ≥7.x-4.16.

Drush 9 support

Allow caching and purging of the backend.
Currently supported caches are default drupal cache and acquia cloud (via acquia_purge module).
