First release of the Capita Connector project

Development snapshot of the Capita Connector for Drupal 8.

First release of webform_config_ignore.

After installing and enabling this module webform configuration from existing webforms will be ignored on configuration import. New webforms and new webform options will still be imported.

This allows editors to change existing webforms on production without those changes being overwritten on the next configuration import.
