Implements permissions

- Add an upgrade path that moves away from a core patch that was previously used. If using in production, be sure to test locally.
- Add basic support for styling sections. Requires that layouts on your site already have a config form.

Working Drupal 8 version to be used with One Drupal android app

This release adds features for generating translation jobs, which are sets of content and configuration that can be managed together in Drupal and the TMS.

Also added a new filter to content bulk management form, for filtering content that probably needs to be uploaded (content not uploaded yet, edited, or those which upload failed).

Fixed problem when content was marked as edited before it was even uploaded.

Moved configuration translation profile setting to the config metadata entity, which makes easier development workflows involving config split modules and alike.

Added Drush 8 and Drush 9 integration for automating translation processes. More features like this will be added soon!
